Usually blocked weep holes. Windows are designed to collect water in the frame and drain it out, and when those drains clog it backs up and comes inside instead.
My window will not stay open. What is broken?
The balances. On a double hung window they counterweight the sash, and when one fails the sash drops. It is a replaceable part and far cheaper than a new window.
